Promoting Environmental Sustainability for Improved Land Use Planning

This proposed Project is classified as Category C under the Environmental Assessment Policy as it is likely to have minimal or no adverse environmental impacts. It does not trigger any other safeguard policies.

Project objective:
Strengthen local, regional and national level capacity for environmentally sustainable land use planning in support of sustainable land management.

Project Background:
Namibia identifies land degradation as a problem threatening human livelihoods and economic well-being, particularly for the majority (70 percent) of Namibians who depend directly on natural resources for their livelihoods. The Government of Namibia recognizes that addressing the causes of land degradation, the need for sustainable land and water management, conservation and sustainable use of biodiversity and adaptation to climate change should be central to the Government`s poverty reduction strategy and its contribution to the Millennium development Goals of reducing by half the proportion of people in poverty by 2015 and ensuring environmental sustainability.

In 2004 Namibia launched the Country Pilot Partnership (CPP) for Sustainable Land Management (SLM), a national framework for addressing SLM related issues in an integrated and coordinated manner. The framework indicates that major gaps exist in the national land use planning framework, which forms an important and integral part underpinning SLM. Thus, the herein proposed project intervention, which will be fully integrated in the CPP framework, is targeted at explicitly addressing identified gaps in land use planning at the local, regional and national levels, focusing especially on strengthening the mainstreaming of environmental sustainability considerations. The Project will be led by the Ministry of Lands, Resettlement and Rehabilitation with close cooperation with the Ministry of Agriculture, Water and Forestry (mainly for Component 1) and the Ministry of Environment and Tourism.

Component 2: Development of Land Use Planning for Sustainable Land Management Tool Kit Development
Component 3: Capacity Building for Land Use Planning and Policy Mainstreaming
