Q: Where do I get a gambling house license?
A: Currently applications for new gambling licenses are not considered until the moratorium is lifted.

Q: What does the moratorium say?
A: Act 28 of 1996 imposed a moratorium on the issuance of new gambling house licenses, but not on casino licenses. No new gambling house licenses can be considered in terms of the act in applications for transfers or removals.

Q: When will the moratorium be lifted?
A: The Directorate is now drafting the new Gaming and Entertainment Bill which will make provision for the lifting of the moratorium once it has been passed. Public consultations on this Bill are due to commence soon.

Q: What are the requirements for a Casino license?
A: The following are the requirements for applicants within the Municipal area of Windhoek -
Four star hotel (the establishment needs to be fully erected and then graded by the Namibia Tourism Board (NTB) for its star before a license can be issued)
100 or more rooms
Valid liquor license
Approved building plans

Outside the Municipal or of Windhoek the requirements are:
3 star hotel (the establishment needs to be fully erected and then graded by the Namibia Tourism Board (NTB) for its star before a license can be issued)
50 or more room
Valid liquor license
Approved building plans
